Laura Tynan is the Director, Human Resources (DOH) for the Missile Defense Agency, arriving at MDA in August 2020, after serving in the Intelligence Community (IC) as a Human Resources and Program Manager and Support Officer at various elements for more than 20 years.

Prior to her arrival at MDA, Laura served as Principal Deputy Director of the Office of Human Resources for the National Reconnaissance Office (NRO).

After serving with the Air Force in both CONUS and OCONUS assignments, Laura supported Navy and Air Force classified programs in the private sector. Subsequently, she moved to the Washington DC area to serve in a Federally Funded Research and Development Corporation (FFRDC) role supporting the National Geospatial-intelligence Agency (NGA) and other IC elements. Laura entered government service with NGA in September 2002 as a Program Manager supporting their large enterprise architecture program.

In 2011, Laura transitioned to the Office of the Director of National Intelligence (ODNI), National Counterterrorism Center. She had various assignments at the ODNI and received joint duty credit for a rotation to the Central Intelligence Agency (CIA) Counterterrorism Center, as Chief of Support for one of their largest divisions. Upon returning to ODNI, Laura served as Chief, Corporate Programs in the Office of Human Resources. There she managed training and development, performance and recognition, benefits, Strategic Workforce Planning and people analytics for the agency. In her follow-on position, she expanded her focus to IC-wide HR policy and strategy by working for the IC Chief Human Capital Office. In this role, she authored policy on performance and competencies in support of OMB and GAO guidance effecting seventeen elements across multiple federal departments.

Laura represented the IC at the federal level through the Office of Personnel Management’s HR Line of Business where she worked to align IC data standards to federal approaches. Laura’s innovative efforts culminated in her selection as the acting champion for the Principal Deputy Director National Intelligence’s Right, Trusted, Agile, Workforce transformation initiative to define the future of work for the IC.

In March 2019, Laura was selected as the Principal Deputy Director of the NRO’s Office of Human Resources. In this role, in partnership with the Director, she led all aspects of the NRO’s Human Resource life cycle for its military and civilian workforce.

Laura has held certifications as a Level III Program Manager and Level I Contracts Officer in both the DoD and CIA. She holds a B.S. from Daniel Webster College in Organizational Management.
